i think its hard to tell these days, usually a fast model moped that was from a state that had the least derestriction with low miles or in very good working condition, that has a speedo thats slighty inaccurate.

Any brand. but general consensus is mobys and peugeots, at least those where the fastest from the 50+ stock moped batch creatures started from.
