Columbus OH Cops Recover Stolen Moped & Then..

Here’s the story as I heard it from the victim…....anyone surprised or experience something similar?????
About a month ago this guy has a mid-90’s Tomos Sprint stolen during the day from outside is apt. near OSU’s campus. (Always locked it, but this day left it for just a few minutes unlocked to run inside). He had just spent a bunch of $$ getting it running and I personally spent HOURS doing what needed done to it. HandyBikes did the final repairs. Anyway…..he contacts the police and we know the chances are slim to none that it’s never seen again.
A couple weeks go by and he gets a phone message from the police saying they found his bike. Good news, but of course we fear the worst—that it’s been trashed or wrecked. Problem is the victim is in Cleveland when the police call him. He figures he’ll get his bike when he returns to Columbus. At some point he gets another message saying his bike can be picked up at an impound yard/lot. So he goes to pick it up and not only is it a MESS and won’t start, he’s told it gonna cost him $120 to get it back!!!!! This, he is told, is to cover the cost of recovering it, getting it to the impound lot and storage while it was there! (maybe a week?)
Since it was wrecked and all messed up, he walks away from it, confused and pissed off.
Anyone???? (yeah, he’s lucky it wasn’t a nicer, newer, more expensive moped, but it’s the whole principal of the thing, right?)
Apparently, the moped was found by the police abandoned, so there’s no one to charge or go after for damages.
