Jawa 210 Head painted?

Just took my Jawa 210 out of winter storage. I noticed that the cyl head has black paint peeling off it. Was this someone’s idea of cool (prior owner?). Is the cyl head just the aluminum color, or supposed to be painted? How do I get the rest of the paint off? Are their seals I will need to replace if I take off the cyl head to strip it?
