Not A Moped!

This is a question for you guy’s Why is it that bikes like the Honda Express, Suzuki fa50, Bikes are on this site they are not moped’s look at the frame, no pedals, also loot at the trans they are just scooters. If they are allowed on here that why not other scooters. I know I”m probably pissing some people off. It’s just been bothering me. I love these bikes but they are just big wheel scooters. and if you take all of the plastic off of a scooter they look the same. I just really want to know the reasoning behind this. Please prove me wrong.
