Anyone know where Missouri's rules are posted?

A buddy of mine got stopped by the law yesterday. A police Sargent insisted that unlicensed Missouri peds have to have pedals. I’m very sure the rules require only an auto clutch, <50cc, a designed top speed of something like 34mph, and a current MO driver’s license for the operator.

I’m pretty sure I’ve seen the link posted here but could not find it with a search.
