I think your options are either getting the sport rack, or putting something rigid on the back of the bag.
Biggest problem with bags like that is that without that bottom part, they tend to rub on things (wheels).
If you got say, a sheet of particle board and rivited/glued/bolted it onto the back of the bag, it should keep it from getting past the shocks and what not.
Might even be able to tie it off to some stationary point on the shocks.
Just make sure it can’t rub on anything..
