No it dosnt, youve got to get all the oil out, or it wont make contact. I use a 3M Foaming engine Degreaser. It gets all the oil off, so that the evaporust can make contact with the rust. Otherwise, the oil makes a protective layer.

And then youve gota use carb cleaner to get all the water out afterwords, or it will flash rust. Then oil it.
