The water-based-engine claims don’t run on water at all. They use a BATTERY to produce hydrogen from water.

They run on whatever is used to generate the electricity to charge the battery—usually coal.

So, the dude with the escort did not run 100 miles on 4 cups of water. He ran 100 miles on a couple pounds of coal converted around several times.
