I would say clean your air filter and exhaust. As engines age they tend to leak air and run leaner, especially puch. I can’t think of any reason for one to run richer with age other than a dirty air filter, or a clogged exhaust which can cause any number of symptoms. Down jetting is just covering up a problem somewhere that is likely easy and free to fix.
