Completely new to this. Advice/recommendations?

OK so here’s the deal. I ride a bike to college. Yes a bike. Bicycle. Two wheels, a pedal. That thing. Now my college isn’t far, but it’s still somewhat of a hassle. I live in New York state. Their not too lenient with much. No electric scooters, or various other things. But they do allow mopeds. Now I’m not looking for something fast, or big. I still want it to, for the most part, resemble a bike. It can have a body, but not like a huge one. I am working off a small budget. New York state classifies these into three categories, by speed. Only one doesn’t need insurance, Catagory C, under 20 mph. I’d be riding mostly in the shoulder lane. And I’m far from a speed demon. I don’t like controlling high speeds. It’s why I don’t drive. I’m reading up on the rules for the state for owning one, but what I need help with is actually finding one. Websites with models to browse are helpful, if anyone can give me specific specifications with what I described. Any help is appreciated, and if you have any more questions as to what I’m looking for, I’ll be here. Thank you.
