Get a tomos. They are still in production, they are low maintenance (all you really need to do is get change the transmission oil).

The only problem is that almost all mopeds (not scooters) have wheels larger than 10”. Even the arrow, which uses scooter wheels, has 12” wheels, if I’m not mistaken.

Just get any moped and say you thought the 10” thing was radius, not diameter.
