Tomos paint

I bought a 2005 tomos frame and was considering leaving the paint alone until I saw it was flaking off in big chunks so I’ve decided to strip it for a respray. It doesn’t look like it was primed at the factory. It’s only two years old and was always stored indoors, I’m a little surprised at the poor paint quality. Anybody else have this problem?
