Speed of those two models in new, stock form, should not be any different. I think both were offered in at least 25mph and 30 mph forms to be sold in different states, depending on each state’s laws. There should be a sticker under the left cover and belt with a 25 or 30 on it to indicate the speed of that model.

Piaggio Vespa offered four models, from largest to smallest: Grande, Si, Bravo, and Ciao. Check out the picture section. I think they had 25 and 30 mph versions of each model.
