Getting a NJ title

Last year I came across a great deal on a moped for sale in DE. The seller was a librarian who rode it to work on until her husband bought her a brand-new one She had kept it in great shape, but didn’t have a title for it. I wanted to register it in NJ, but they insisted that it had to come with a title if it was a DE ‘ped.
I ended up buying it, taking it over the border (was only about 20 miles) to MD and selling it to a friend who lived there. He then sold it back to me, and we had a Bill of Sale notarized.
Since the MD Motor Vehicle Administration doesn’t register mopeds as motor vehicles, they don’t require them to have titles. In NJ, if you buy a moped from a state that doesn’t title, all you need is a notarized Bill or Sale.
With this in hand, and proof of insurance, I was able to register my moped and get a plate for it. I was supposed to get the title in the mail in a month or two, but nothing ever came.
I transferred my car’s registration, since I had just moved to NJ, a few weeks after registering the moped, and the new title for it came a couple months later. Still nothing for the moped…
Six MONTHS later the moped title FINALLY shows up. So, doing this with a friend in MD or VA definitely works to get a NJ title, but it can take FOREVER.
Damn shame it doesn’t work for scooters – I have three from when I lived in MD but, since they don’t have pedals, NJ treats them as motorcycles. Bastards.
