o/t: Need advice on a Honda C70 Passport Deluxe

Hey all,
Of course this is not moped related, but I need some help on this…I’m more than likely picking up an 80’s C70 and was wondering if anyone has experience with this machine…
The Good:
* New Seat
* New Carb
* New Petcock
* New Hoses
* New Tires
* Enameled inside tank
* Started on first kick, sputtered in the cold weather for a bit
but came back strong…ran it for 5 minutes afterwards
* Has the title, believe it or not!
* No leaks that I saw
* He bought it last year from the original owner, ran it for a
couple months last summer, then kept it in a garage.
The Bad:
* No leg shields
* Little bit of surface rust on the frame
* Pitting on the chrome around the rear wheel
* Shifting levers appeared slightly bent inward
* Right foot peg is bent forward a bit
* End of the exhaust is bent towards the wheel disturbingly,
almost like something pushed it in
* No battery (so electric start is dead too)
* All the lights are blown (he says they did work before,
but just all gave out – I suspect running without a battery)
* There seemed to be a hose that was cut off and crudely
clamped on each of the cut ends – it seemed to extend
from the frame of the bike down towards the carb…he said
it had something to do with emissions or something like
that.
All this for under 400…I know only the basics about this bike, but have no knowledge if this is worth that price, or what I can expect to fix the issues/keep it running! It seems more than doable to get it running cherry and most of it seems cosmetic, but I figured I’d ask someone with knowledge of them before pulling the trigger. Wish I took pictures, but I got a little excited at it starting on the first kick cold…
