Mopeds have pedals.That much we know.As for the noped/scooter thing,for now I’ll stay out of it,because it’s a lot harder to define.To many variables.I thought the Arrow was available with pedals,and then there is the Honda Ruckus,which everybody calls a scooter,yet it has almost no bodywork.There are a lot of vehicles out there that don’t really fit well in any class.But mopeds have pedals.Jerry.
