What makes a tomos arrow a scooter? Its the same idea as the qt-50 and the fa-50 and they are both nopeds. The border line between the 3 (moped, noped, and scooter) is quickly getting smaller. In my book the main factor of what makes a scooter is the seating position with the feet in front of the body resting on a flat floorboard, body work and in most cases the motor and swing arm are one assembly with an enclosed belt or chain drive.
Sorry to rant but I don’t think the arrow is a scooter.
